Like every Pokemon game, G/S/C have legends. Here they are and how to get them!
Go through the house in the picture. Once you reach the tower, give the Rainbow Wing to the Old Sage guarding the tower. He will let you through this time. However beware, finding your way up won't be as easy as you think unless you have a map of the area, there are loads of stairs and teleporters that are very very irratating, so, bring your Potions. Anyway, once you are at up at the top, save your game. You now can face the level 40 Fire Legend!
Silver: After you get to Pewter City in the Kanto Region, a man there will give you the Rainbow Wing. He will say that he found it during a trip to Johto. Now just follow the steps above, the only things different between the two games i the meathod of optaining the Wings.
Silver: After you get the Silver Wing from saving the Radio Towers president, go to the Whirl Islands south of Olivine City. Take the long trip down. Once inside the island, try and find a Waterfall, go down and their should be a cave. Go inside and face the level40 Lugia!
