Even though D/P gave has 42 new TMs it still has a nice addition in Move Tutors. But unlive the Move Tutors in R/S/E and FR/LG all of these Move Tutors can be used again and again. With these though, there is some requaments:
To start, there is 3 old and 1 new Move Tutors. Only a select few Pokemon can learn each move. Not only that, the Pokemon has to be on a High Friendship level.
On route 228 an old man will teach you the Elemental Hyper Beams: Blast Burn, Frenzy PLant and Hydro Cannon.
