Arceus ~
Pokemon Diamond: It is described in mythology as the Pokémon that shaped the universe with its thousand arms.
Pokemon Pearl: It is told in mythology that this Pokémon was born before the universe even existed.
Mew: Because it can use all kinds of moves, many scientists believe MEW to be the ancestor of Pokémon.
Mew in the ancestor of Pokemon while Arcues made the universe. Now to Classification:
Arceus: Alpha Pokémon
Mew: New Specie Pokémon

In older generations (before Arceus) Mew's dex used to read:
A MEW is said to possess the genes of all POKéMON. It is capable of making itself invisible at will, so it entirely avoids notice even if it approaches people.
These words: genes of all POKéMON mean it has DNA of every single Pokemon (including Arceus).
Based on that I am sure that Arceus came 1st, made everything and then made Mew (last). It was like a Peace keeping Pokemon because all Pokemon were fighting.
I wrote this for the EI Legend and some of it makes sense to the matter.
In a long time ago, when the Earth was formed, when seas were borned, when continents were formed. After many great battles have been fought, but these battles weren't Human wars, weren't human battles, these battles were between Pokemon. In Hoenn, Groudon and Kyogre were having one of the biggest battles, while the Regi Trio also where fighting. In Kanto, the Birds, Moltres, Zapdos & Articuno were battling for territory. While in Sinnoh, Azelf, Mespirt and Uxie were fighting Heatren and Cresseila. Arceus's main defence line, Palkia, Dialga, Regigigas, Deoxys, Rayquaza, Lugia and Celebi were sent out to stop all of this.
Lugia went and stopped the Kanto Legendary Birds. Regigigas went and stopped the Regi Trio. Rayquaza stopped Groudon and Kyogre. Dialga and Palkia stopped the Pixies, Heatren & Cresseila. Celebi, Deoxys & Ho-ho went to stop any other fights that might have broken loose. When all these fights where finished. Arceus quickly let out a beam of light. Part of every Pokemon's DNA were in front of Arceus. It formed a little Pokemon called Mew. Arceus, gave a mighty roar saying "Mew would show us that we are all connected in some way!" Arceus rose 17 islands from the sea. Arceus said "These islands represent all of your types!"
This weakened Arceus greatly. He told Deoxys to listen to what Palkia says because Palkia holds the power of Space. He told Celebi to follow Dialga because he has the power of Time. He locked away the birds into little areas in Kanto. He sent Lugia to an Island in Johto to look out for the birds. Ho-oh to rome free to look out for any more attacks that might happen with the help of three powerful Dogs. He locked away Heatren into a mountain, Cresseila into a cave on an Island, the Pixies into three caves in three lakes. He created a Pokemon called Darkrai to punish bad Pokemon that sleep, and another Pokemon called Shaymin to help Pokemon pure of soul. With all most all of the power he had left, he made a final Pokemon, called Giratina, who was to be in charge of Pokemon after death and in all other dimensions. The almost dead Arceus moved to an area in Sinnoh where it can only be found when a specific turn is played. Or when the 17 chambers have been opened.
The bolded part is the most important part. You can ignore the rest.
In short, what I am trying to say is: Arceus made everything. Pokemon hated each other. Arceus made Mew to make Pokemon Happy.
