Hax Items are a items in Competitive Battling that unbalance the game. They raise stats and use luck to be used but work a lot. Items like Quick Claw can make the slowest Pokemon go 1st and maybe do a lot of damage, making the match unbalanced. Other items like Bright Powder add Evasion to the game making moves miss more. Add that and Pokemon with Sand Veil while Sand is raging you have a Pokemon that is hard to hit and some moves have 90% making it even harder to hit.
